It's supposed to be narrowly tailored because it's trying to answer a specific question.

It's like.
Imagine if you were trying to figure out which flavor of ice cream people like more, chocolate or vanilla.
The question you'd want to ask is, "Which flavor do you prefer, chocolate or vanilla?"

But if all you said is, "Which flavor of ice cream is your favorite", some people would say chocolate.
Some people would say vanilla.
And some people would say a bunch of things that have nothing to do with chocolate or vanilla.

And then there's you.
The guy who shows up like "what about people who don't like ice cream?"
