It's very bad, that's for sure. The empire has succeeded in artificially creating a power similar to the Echo, though it's cost them countless of lives to achieve it. There seems to be no boundary they are unwilling to cross in the pursuit of more power.
That's a good question. I can't begin to guess how they went about fusing a dead person's memories into the mind of another person, unless they'd somehow saved them from when Nael was alive... Even still, memories are not so easily tampered with. It seems like the Empire finds new ways to outdo its own atrocities each day.
