Yes. Not everyone fights them, but nearly everyone who stands the best chance of surviving is a licensed Huntsmen. Of course rouges exists as well, those who would rather not be tied to the system, but they're not likely to get a lot of work that way. Or, at worst, can only really function on the very fringes of the continents.
