Having an idea of what people found effective in the case of handling those Glow incidents down in the Lightless is good... we don't know that this means Glow isn't being produced or smuggled out to Level 3 anymore, since the arrests as far as this Anon heard were just of the head of the criminal group responsible and his bodyguards.
Anyway, have you noticed this with any other drugs you've encountered while here? Also, how bad was the injury for the one who'd been shot?
