If they're to be caught in it, he wanted something more comfortable for his captives so he changed it to a drop cage, which is a more sophisticated device, but they're on the top floor so he had space to build-- no one ever goes up there, after all, and it did inevitably prove to be very useful and result in a threesome. That was not in his plan, but he thinks it's a much better result than Samatoki and Sen caught in a net.
Regardless, it's disabled so that Jyuto can come in. He's not going to intentionally capture his friend without good reason, especially during Iris when he can't help but feel like he wants to keep Jyuto out of trouble. (Though perhaps intentionally capturing him to keep him out of a bad situation may be a consideration later-- but not now. That would require extreme circumstances or Samatoki's orders.) When he starts speaking and comes through the door, Riou looks up at him, though he leans to the side slightly as if he's trying to see if there is something. It's impossible with Jyuto facing him though, so he gives up and turns his focus to the cooler. ]
