I wondered the same, but as far as I am aware, generating chroma provides energy resources for their city.
From the reports I read and the information I gathered from interrogating the Prismals, there have been a few errant incidents from generating too much chroma, so it seems there are limits to what we should be producing that are frequently surpassed.
