His name's Sougo. Although I guess I should call him Vice-Commander now...

[Sougo's dumb, but he's not that dumb to give his own address. Besides, LB now has Hijikata's address! Sougo is at least correct in that most of the time, he would be able to beat Hijikata in a sword fight. It just won't be enough to make him Vice-Commander, as much as he wants it.]
