They are not human.
From what I understand, they are under a year old.

They are a dragon.

Ah. Well, in that case someplace where they can stay warm all the time and be comfortable. Maybe put like a heat lamp or wrap them in a thick blanket. Food and water, but first check if they have teeth to chew. If they don't something they can swallow, like ground beef or pork.

I will see what I can find for them, though I will need to leave these lodgings as I do not keep food here.

I suggest the blanket so it stays warm. Lizards are cold blooded so warmth is a must. As for the biting, well, if anyone is dumb enough to put their hand near a dragons mouth they deserve to get bit, but just in case put a warning sign that says "WARNING : DRAGON BITES".

My shell is dented with the imprints of their teeth, so I can use this as an illustration of that fact.

Are it's eyes open or closed? I don't know anything about dragons specifically but you should try to avoid imprinting on it, unless you aim to keep it of course.

Their eyes are open and I do not wish to keep them.
Have no fear of that.
I do not think that I am in a place where I could adequately care for a child.
