Not quite. It's a separate occupation. In my world, roughly 80% of the population has powers of some sort. By making it an occupation, it keeps people from powers just acting as vigilantes without accountability, and people are compensated for the time, effort and risk that the job entails.

Not really, no. It makes sense that they'd organize all that, though. It'd be a waste of everyone's abilities not to make use of them as resources.

Not to mention, there are sometimes dangerous criminals who attack civilians. It's wise to have people who've had formal training handle the problem. Hero schools have a three year training program and there are licensing exams as well.
