However, it doesn't surprise me to think that there are people who would still be rather complacent even during an apocalypse of some kind.

As long as outbreaks are isolated, which they currently are, it's not difficult for the everyday citizen to just continue to live as normal. Maybe they carry a gun now; maybe they're wary when people around them get sick. They get into the practice of putting down any animal that's behaving strangely. There are some places no one goes anymore.
But otherwise, relatively little has changed for a surprising amount of the world.

It originated there, at any rate. I've been out of the country for a while now, but last I checked it was still standing and soldiering on. As it's prone to doing, whether it really should or not.
