Otherwise, I can't think of anything else particularly noteworthy that this place doesn't also have by comparison. Maybe this place is more technologically advanced than mine, and has a lot of non-humans walking around, but that's about it as far as things outside of just not having one's family around or whatever other routines and needs one might have had back home.

gee I wonder whyand he's not sure if he finds it annoying or not yet.]I can't say that I understand completely, given that I still don't know what exactly caused your "potential end of the world" crisis you have going on. However, it doesn't surprise me to think that there are people who would still be rather complacent even during an apocalypse of some kind.

I wouldn't say it's apocalyptic just yet, but it has potential to get there.

As long as outbreaks are isolated, which they currently are, it's not difficult for the everyday citizen to just continue to live as normal. Maybe they carry a gun now; maybe they're wary when people around them get sick. They get into the practice of putting down any animal that's behaving strangely. There are some places no one goes anymore.
But otherwise, relatively little has changed for a surprising amount of the world.
