Anyone smaller and weaker has to watch their step, which means abiding by their rules -- and those rules are the ones that keep things as they are. Umbris's people play just nice enough not to bring the Moon Knights down on them, so they make sure everyone else does, too, or else they'll lose business. Is that about right?

Haven't met many who see it like that. Never seen it play out that way, either. But maybe things are different here.
