People who die here or are on the verge of death are turned into crystals. In essence they seem to perish but are later revived. So they die, but to answer the second part of your question they do not "stay dead".

Natives to this world do not appear so lucky.

Chroma functions similarly to something from my world and in my experience when someone has the ability to manipulate life and death it's not a good thing.

Not "tried". Could. They had an ability to heal but it also could reanimate someone after death. But afterwards they were nothing but a mindless husk.
