People who die here or are on the verge of death are turned into crystals. In essence they seem to perish but are later revived. So they die, but to answer the second part of your question they do not "stay dead".

Natives to this world do not appear so lucky.

Chroma functions similarly to something from my world and in my experience when someone has the ability to manipulate life and death it's not a good thing.

It is certainly not something that is typically something any individual has control over, I will agree. However, neither would I truly consider Chroma to be an extension of that selfsame ability.

As far as I can tell Chroma and moonlacing are the source of most peoples' abilities here, or at least augment them on top of the technology. I'm familiar with that concept too. But the locals claim to have no idea how some people brought here are able to be alive when they shouldn't be... So that leads to the question about what's allowing it if not Chroma?

Of course they could just be lying.

I wouldn't be surprised if the locals had some way to dispose of bodies discreetly though since they seem so concerned about appearances.

I'm afraid not. Apparently it's commonplace for people who've died before coming here to be brought back to life, but I believe myself to be a special case.
