[Video comes on, and the device is pointed to an outside view of a garage in a Level 3 alley. It's likely not far from the main urban area, as faint bustling can be heard in the background. Just in front of the entrance, a blue neon sign comes on: CONAGHER'S TOOLS & MUNITIONS]

[Judging by the Texan accent behind the camera, it's Engineer.]
Hey, y'all. This is Engineer, and... well. I guess Dell's fine, seein' as I got my real name up in neon now.
[He chuckles.]
Anyway. I just opened up shop. Conagher's Tools & Munitions is my personal workshop, here on Level 3, just outside the urban area.
You wanna come by, I can design, build, maintain, or fix you just about anything mechanical. My specialty's weapons, prosthesis, and robots. If you wanna bring me anythin' else, though, we can probably work somethin' out. I take chroma and demichroma both. If you need a mechanical engineer, come on down. I'm good at solvin' problems.
[A pause passes. He clears his throat.]
And, uh. For anybody who knows me personally, I guess... I live here now, too. You wanna get a hold of me, I'll be down here from now on.
[As the transmission ends, he leaves an address.

He remembers this voice. Sort of. He's never spoken to him, but he remembers a network post about those tournament limiters. It got his interest, but he hadn't known much about them at the time to really comment on them. This should be interesting.]

[He quickly switches from voice to video - he points the device downwards, showing his own skeletal metal hand. It's attached to a large cuff on his wrist, with several buttons on the end of it. He flexes his fingers and turns his hand over.]
Full range of motion, pressure gauge, all points of articulation accounted for, and packs a hell of a punch if you need it. 'Course, if you wanted somethin' similar, it ain't gotta look like this. But you get the picture. I've also had a "hand" - heh - in fixin' other people's parts, too.

[ for now, at least. while he despises the arm, hates that it had probably been one more of hojo's experiments, it's.. useful. and it would take a lot of trust for him to allow someone to replace it. he's not ready for that. ] Possibly, anyway.

[Engineer was familiar with just about anything mechanical, and guessed (keyword: guess) he could probably figure out whatever Vincent had in mind easy enough. Still, it helped when the owner in question could guide you a little, give you some idea of what how things worked and what they wanted.]

Vehicles though... hm. I'll be honest, ma'am, I ain't had much experience with the kinda cars people use 'round here. But I've worked cars plenty back home, so I'm willin' to take a peek.

As for vehicles, I do not have mine here, but I was considering something lightweight like a motorcycle. This will be something I will have to research, so thank you for the confirmation!

As for limitations... hmh. I'd say my only real limitation is certain kinds 'a swords. I've done metalworking plenty, but I ain't exactly well-versed in the "regular" kind of swordsmithing.
