I've a question and your cycle—moon—whatever you wish to call it—is irrelevant.
How you do handle traits you acquire that could potentially be harmful to others, or to yourself? A good example of this might be if you grow horns and don't want to gore anyone who comes near you or sleeps next to you. Another example of this might be if you acquire serpent traits and possibly have some form of venomous accompaniment. Not that I know how that would work.
But you get the point, I'm sure. I'm not asking for any specific reason other than curiosity, so please, indulge me.

Say you acquire something, like an extra— [No. She might as well be straight forward. It's not like he knows it's herself she's talking about.] Say you are a sea creature and you acquire a plethora of tentacles, but you don't have control over every single one of them just because of how many there are. It's not exactly the same as a set of wings, or teeth. There are likely other examples of similar happenings. If you don't have control over something like that, you also don't have control over how it'll impact someone else.
Some are saying if you are a danger to others and can't prevent that, then isolation is the natural answer.

Best to stay at home until the situation is better.
Unlike 'flu, of course, the person with their tentacles can work on getting used to their presence, and stop them from impacting others.
They can also be up front and say what is happening, giving others a chance to stand a good reach away.
It's a balance of finding what works :)
Now, if they are being harrassed over their moonblessings, then that's a different matter, and one that I'd suggest taking up with their MPs.
